Modern law-based governance is guarantee for rejuvenation

Despite their different focuses, the annual work reports of the National People's Congress Standing Committee, the Supreme People's Court and the Supreme People's Procuratorate all indicate the solid steps the country has taken in advancing law-based governance and the modernization of its governance system and capacity.

Delivered respectively by the heads of the three bodies to the NPC, the country's top legislature, on Monday, the reports emphasize that these efforts have not yet ended and will continue in the years ahead.

Since the Fourth Plenary Session of the 19th Communist Party of China Central Committee recognized them as tasks of strategic importance for the Party and the State in late 2019, advancing law-based governance and promoting the modernization of the governance system have become central to the country's political life, and historic changes and achievements have been made in modernizing China's governance system and capacity.

The progress China has made in law-based governance under the guidance of Xi Jinping Thought on the Rule of Law was clearly demonstrated by the effectiveness and efficiency of the government's COVID-19 pandemic prevention and control work and the performance of the economy after it was restarted since being put into suspended animation as part of the efforts to curb transmission of the novel coronavirus.

That China became the first big country to get the virus generally under control, and the only major economy to realize positive growth last year is because it has put the solution to many practical problems under the framework of the rule of law, applied the latest technologies, such as big data, cloud computing and 5G, and reformed its governance structure and institutions to suit the needs of the times.

The continuous commitment to law-based governance has improved the institutional foundation for good governance, enhanced the predictability of the behavior of governments of various levels and upgraded the business environment.

Given the proven benefits of the progress that has been made, the country has no reasons not to continue to carry forward its law-based governance and further modernize the governance system and capacity so as to further enrich its ability and means to manage and control risks.

As the work reports of the top legislature and judicial departments indicate, advancing law-based governance and the modernization of the governance system and capacity are evolving to be whole-of-society actions, as experience has convinced people that doing so ensures the stability of society and the sustainability of development.

The country will continue to modernize its governance system and capacity for sound lawmaking, strict law enforcement and impartial administration of justice, so that they can be materialized to boost national rejuvenation and the building of a modern socialist country under the rule of law.
